Pessimism on Nusa Penida land rehabilitation

Klungkung Regency has at least 10 thousand hectares of 'critical land', and all of it in subdistrict Nusa Penida. The Regency Government of Klungkung intends to gradually turn 'critical land' into productive land. It faces difficulties, however, as its endeavours collide with the closing of the budget assigned for 'Gerhan' (Gerakan Rehabilitasi Hutan dan Lahan, Forest & Land Rehabilitation Programme) in 2007. The Gerhan Programme was implemented in 2004 and succeeded in reforesting thousands of hectares of 'critical land' in Nusa Penida. The closing of this programme has been met with grim faces as at this moment as much as 10 thousand hectares of land, both publicly and privately owned pockets of forests, are still considered 'critical'.

Gerhan has been replaced by DAK (Dana Alokasi Khusus, Special Allocated Funds), a source of funding which decreases every year. In 2008, Klungkung received RP 908 million, which was spent on the rehabilitation of a mere 300 hectares, whilst before RP 1000 million was successfully spent. A smaller amount still, RP 811 million, is budgeted for 2010, says Wayan Muliartha, Head of Agriculture, Plantations and Forestry Department at Regency level (Kadis Pertanian, Perkebunan dan Kehutanan) in an interview together with Forestry Division Head (Kabid) Wayan Loka Antara. And this is a bewildering fact, since DAK commitment for critical land is pretty generous. Loka Antara has no idea as to the reasons underlying a reduced budget allocated for this purpose and he is rather pessimistic as to how 'critical land' in Nusa Penida should be coped with.

He also expresses concerns on productive land that is being turned into 'critical land' in Nusa Penida. Apart from the scarcity of water of the island, there is an additional worrying factor: parts of land owned by the inhabitants of Nusa are moved into the hands of 'future' investors, and currently lie dormant. This dormant land is under threat of becoming 'critical land' once again.

The people of Nusa Penida, in the meantime, say that a change in reforestation of 'critical land' is taking place. Some time ago, the 'Teak-mindedness' that ruled the reforestation endeavours, was replaced by the planting of 'Jati Belanda' (Gemalina Tree). The reasons for this change are simple, the Gemalina tree has two major benefits. On the one hand it is a fast-growing tree species and its wood can be used for construction material, and on the other hand its leaves are used as cattle fodder.

Klungkung Pesimis Bisa Tanggulangi Lahan Kritis

Semarapura (Bali Post) - Kabupaten Klungkung masih mengantongi sedikitnya 10 ribu hektar lahan kritis. Semuanya berada di Kecamatan Nusa Penida. Pemkab Klungkung sebenarnya berkeinginan mengikis sedikit demis edikit lahan kritis tersebut menjadi kawasan produktif. Hanya, upaya Pemkab Klungkung terbentur dengan ditutupnya gerakan rehabilitasi hutan dan lahan (Gerhan) sejak tahun 2007.

Padahal, sejak tahun 2004, Gerhanyang merupakan program pusat sudah menghijaukan ribuan hektar lahan kritis di Nusa Penida. Dan. penutupan Gerhan tersebut membuat Pemkab Klungkung pesimis mampu menanggulangi lahan kritis, yang kini masih di atas 10 ribu hektar. Baik yang berada di kawasan hutan maupun hutan rakyat (milik rakyat - red).

"Memang, program Gerhan diganti dengan penyaluran. Dana Alokasi Khusus (DAK) dari pusat ke daerah. Namun, jumlahnya tak banyak. Setiap tahun jumlahnya terus berkurang. Tahun 2008, Klungkung menerima kucuran DAK untuk lahan kritis Rp 908 juta dengan capaian penanggulangan lahan kritis seluas 300 hektar. Padahal, saat melalui program Gerhan, setiap tahun rata-rata 1.000 hektar lahan kritis yang tertangani. Tahun 2010 malah lebih sedikit. Hanya Rp 811 juta," tandas Kadis Pertanian, Perkebunan dan Kehutanan (Distanbunhut) Wayan Muliartha didampingi Kabid Kehutanan Wayan Loka Antara ketika dimintai konfirmasi Jumat (30/10) lalu.

Anehnya, pusat berkomitmen memberikan DAK kepada daerah yang lahan kritisnya cukup luas. Nyatanya, tahun 2009 Klungkung sama sekali tidak mendapatkan jatah DAK. "Kami tidak tahu alasannya," tambah Loka Antara seraya menyatakan pesimisnya dalam penanggulangan lahan kritis.

Dia juga khawatir semakin luasnya lahan produktif di Nusa Penida yang berubah menjadi lahan kritis. Pasalnya, di samping sulit air, perpindahan kepemilikan dari warga ke calo investor (sebelum benar-benar dibeli investor-red) membuat banyak lahan produktif saat ini menjadi lahan tidur yang besar potensinya menjadi lahan kritis.

Sementara itu, warga Nusa Penida mengaku saat ini tengah terjadi perubahan pola tanam pohon penghijauan yang dilakukan warga untuk mengisi lahan kritis miliknya. Perubahan itu, dari yang sebelumnya jati minded bergeser ke pohon gemalina (jati belanda). Alasan mereka, jati belanda selain pohonnya cepat besar juga dwifungsi, yakni kayunya bisa dimanfaatkan untuk bangunan, sedangkan daunnya untuk pakan ternak. (kmb20)
